QUANG BINH UNIVERSITY

History

Quang Binh University (QBU) was established under Decision No. 237/QĐ-TTg dated October 24, 2006, issued by the Prime Minister of Vietnam. The university was founded on the basis of the former Quang Binh College of Education, whose predecessor—the Quang Binh Intermediate School of Education—was established in 1959.

As the only university in Quang Binh Province, QBU is a multidisciplinary institution offering programs across various levels and fields of study. With more than half a century of development, the university has experienced seven significant historical phases that reflect its resilience, dedication, and continuous pursuit of educational excellence.

Quang Binh University is a public higher education institution with the mission to train high-quality human resources; to conduct scientific research and technology transfer; and to contribute to the socio-economic development of Quang Binh Province and the nation as a whole.

Following an application-oriented development strategy, Quang Binh University aims to become a reputable institution both nationally and regionally. The university strives to be a leading center for training high-quality human resources and for transferring scientific and technological applications in Vietnam’s North Central region.

HISTORICAL DEVELOPMENT STAGES

1959 – 1965: The Foundation Period

This was the university’s first and most challenging stage. After the 1954 Geneva Agreement restored peace in Northern Vietnam, the Government placed great emphasis on rebuilding education and training qualified teachers for the nation’s recovery.
On July 22, 1959, Minister of Education Nguyễn Văn Huyên signed Decree No. 379/NĐ establishing several teacher training schools, including the Quang Binh Intermediate School of Education. The school’s mission was to train lower-secondary teachers in natural and social sciences for the provinces of Ha Tinh, Quang Binh, and Vinh Linh.
Initially located in Tam Toa (Dong Hoi), the school had three academic divisions (Natural Sciences, Social Sciences, and General Subjects) and five administrative units. Its first academic year officially opened on October 27, 1959. Between 1959 and 1965, the school trained 3,417 teachers—1,151 lower-secondary and 2,266 primary teachers—who served the education systems of Quang Binh, Ha Tinh, and Vinh Linh.

 

1965 – 1975: The Wartime Years

During this period, the school endured years of severe war and hardship yet remained steadfast in teaching, production, and supporting the national defense. Despite eight relocations due to bombings, the institution maintained its operations across various districts of Quang Binh.
From 1965 to 1975, the school trained 2,263 teachers and provided short-term training for hundreds of preschool and primary teachers. It was recognized as one of the nine outstanding teacher training schools in Northern Vietnam, receiving the Third-Class Order of Military Merit, the Third-Class Order of Resistance, and numerous awards from the Ministry of Education and the Provincial People’s Committee.

In 1970, four schools were merged—Intermediate, Primary, Kindergarten, and In-Service Teacher Training Schools—to form the Quang Binh Teacher Training School. By the end of 1974, the school was reorganized into three institutions: Primary Teacher Training School, 10 + 3 Teacher Training School, and Kindergarten Teacher Training School.

 

1975 – 1979: The Period of Reconstruction

After the war, despite economic difficulties, the school continued to grow in both quantity and quality, marking one of its most dynamic development periods.
In 1976, when the three provinces of Quang Binh, Quang Tri, and Thua Thien merged into Binh Tri Thien Province, the 10 + 3 Teacher Training School expanded its mission to train teachers for newly liberated areas. From 1976 to 1979, the school trained 2,479 lower-secondary teachers, contributing significantly to the educational development of remote and disadvantaged regions.

On August 21, 1978, the Government officially upgraded the Quang Binh 10 + 3 Teacher Training School to the Quang Binh College of Education, marking a major milestone in its history. On March 20, 1979, the President of Vietnam awarded the school the Third-Class Labor Order in recognition of its outstanding achievements.
